A fast-growing town means a lot of first-time basement finishes
Much of Monument's housing went up in those two decades. Jackson Creek, east of I-25 off Baptist Road, is one of the largest neighborhoods in town. Promontory Pointe was developed around 2011. Sanctuary Pointe sits at the top of Baptist Road on the western edge of the Black Forest, with larger lots under pine.
A newer basement takes some of the guesswork away and leaves a few decisions sharper. If the builder stubbed drain lines through the slab, the bathroom location is mostly settled. If there is one egress window, there is one easy bedroom. A second bedroom means cutting the foundation and digging a new well, which is structural, permitted work.
Find these before design starts
Locate the builder's plumbing rough-in and note whether it drains by gravity or needs an ejector. Measure clear height under the main duct trunk. Count the existing egress windows and check their wells for drainage. Find the radon result from the purchase, if there was one. Monument's climate puts more weight on the envelope
Monument Hill on I-25 tops 7,350 feet, and the town gets markedly more snow than Colorado Springs, which sits about 950 feet lower to the south. That weather shows up at the egress window first. A well that drifts full is still the bedroom's way out, so any cover or grate has to open from inside without keys, tools or special knowledge, and a well deeper than 44 inches needs a permanent ladder.
Energy rules changed recently, too. PPRBD notified the town that it would enforce the 2021 International Energy Conservation Code starting June 30, 2026. Foundation wall insulation and air sealing get drawn to that code from the first sketch, and in a cold basement at this altitude they decide whether the room is comfortable in February.
Radon is the remaining envelope question. The Colorado Department of Public Health and Environment estimates that about half of Colorado homes exceed the EPA action level, and it offers free test kits. Houses that already have a mitigation system should be retested every two years.
One building department, two possible zoning authorities
The Town of Monument adopted the 2023 Pikes Peak Regional Building Code by ordinance in 2023, and PPRBD handles plan review, permits and inspections for the town. It does the same for unincorporated El Paso County. That matters here because Woodmoor, about a mile and a half east of downtown Monument, shares the Monument post office but is an unincorporated community governed by the county.
For most basement work the difference is invisible: the same scaled floor plan, the same floating-wall detail, the same inspections. It shows up in two places. A second kitchen with a 220-volt or gas cooktop, stove or range needs approval from the property's zoning authority, which is the town inside town limits and El Paso County outside them. And a house on a septic system needs Health Department documentation that the system is sized for any bedrooms being added. Our permit process sorts out which applies before drawings go in.
Rooms that earn their keep through a long winter
Snow days push daily life indoors, and a finished lower level is where that time goes. A home office next to a gym works well here because the two can be split by a staggered-stud wall and still share one stretch of tall ceiling. A family lounge at the foot of the stair gives the main floor some breathing room.
Plan storage on purpose. Skis, sleds, boots and the rest of a Palmer Divide winter need a home, and built-in storage and millwork keep it out of the guest room while leaving the furnace, water heater and shutoffs reachable. Who issues basement finish permits in Monument?
The Pikes Peak Regional Building Department. Monument adopted the 2023 Pikes Peak Regional Building Code, so plan review, permits and inspections for a basement finish go through PPRBD, as they do in Colorado Springs and unincorporated El Paso County.
Is a house in Woodmoor permitted differently from one in town?
The building permit is the same: PPRBD reviews and inspects both. Zoning is not. Woodmoor is unincorporated El Paso County, so any zoning approval, such as for a second kitchen with a 220-volt or gas range, goes to the county and not the Town of Monument.
Can I add a basement bedroom if my house is on septic?
Possibly. When bedrooms are added to a house on septic, PPRBD requires documentation from the Health Department confirming the system is sized for them. We raise that question early because it can change the room count.
Can an egress window well have a cover in Monument's snow?
Yes, as long as the cover opens from inside without keys, tools or special knowledge. PPRBD also requires the well to extend at least 36 inches from the foundation and a permanent ladder when it is deeper than 44 inches.
